If we dwell on an Overview of International Agreements and Treaties, we come to understand that a treaty is signed between the states of the world. This is a part of International Law. A Treaty is a law of agreement into which states enter. This helps to protect the peace of nations. The International Opium Convention was signed in the January of 23, 1912. It was the treaty signed to control the trafficking of illicit drugs between. Following the treaty, countries were expected to be vigilant. It was one of the Major Treaties of the World . It saw the countries coming together to combat this deadly menace.
There was yet another- The International Opium Commission, which was was signed at The Hague. The United States acted a convener in the conference. The conference was attended by not less than 13 nations. This was at the renowned city of Shanghai at China. This was to taking some action against the increasing amount of opium trade which took place from China. 13 nations were a party the treaty and went on to signing the terms and conditions of the agreement. The the then treaty was signed between Germany, the United States, China, France, the United Kingdoms, Italy, Japan, The Netherlands, Persia, Portugal, Russia ans Siam.
The Convention at that time decided on the following points related to the Opium question. These were that the powers which were entering this contract, would endeavorer in the best possible way to control or be causes to control all those people who were associated with the manufacture and import of cocaine. According to the terms of the treaty, further, the contracting powers shall endeavor to control all the people who were involved in the selling, distribution and export of morphine, cocaine and the respective salts. This as well as the keeping of a vigilant watch of the buildings in which these persons carry on such an industry and trade.
The implementation of the International Opium Convention started from the year 1915. The countries which started putting th ideals of the convention into practice were the United States, Netherlands, China, Honduras and Norway. The International Opium Convention was globally recognized by all the nations of the world in the year 1919. It even went on to become a part of the Treaty of Versailles.
A Revised Version of the International Opium Convention, came in to force in the year 1925. It was signed on the 19th of February. It came in to effect from the 25th of September of 1928. The International Opium Convention Treaty, initiated a new move. This would be that the statistical control system would be supervised by a Permanent Control Central Opium Board. This would form a part of the League of Nations.
Egypt on receiving support from China and the United States, suggested that th Convention should further take the move to exercise a band on hashish. Yet another, life-taking drug. The noble proposal was further reinforced by sub-committee. The International Opium Convention Treaty, helped the
States where opium grew extensively to become thoughtful of the welfare of the people all over the world.
